In one paragraph
In most of the trades priced on this desk the enquiry is a phone call, and an account that only counts form submissions is blind to almost all of its results. Call tracking fixes that, and done carelessly it breaks the telephone number consistency that local search depends on, which is a real cost paid on the other side of the business.
Why this matters more than it sounds
A locksmith, a plumber and an emergency dentist are all called, not emailed. If the ad account counts only form submissions it will report a handful of conversions from a channel producing dozens, conclude the campaign is failing, and optimise toward the wrong thing. Every figure downstream of that, including cost per conversion, will be wrong in the same direction.
The three things to count
Calls from the ad itself, where the call button in the ad is tapped. Google reports these directly.
Calls from the website after an ad click, which need a tracking number swapped in on the page.
Form submissions and messages, which most accounts already have.
Counting all three, and only these three, gives a cost per conversion that means something. Counting page views, time on site or clicks to the contact page does not; those are activity, not outcomes.
The conflict with local search, stated plainly
Local search depends on your name, address and telephone number matching everywhere they appear. Call tracking works by showing different numbers. Done carelessly the two collide, listings disagree with each other, and the consistency work that supports your map position is quietly undone.
The rule that avoids it: tracking numbers go on the website only, swapped in by script for visitors who arrived from an ad, while the real number stays in the page source, on the Business Profile and on every listing. Never put a tracking number on the profile or on a directory entry.
That single rule is the whole of the interaction between the two disciplines, and it is the most common way a paid-search setup damages an unpaid one.
What to do if a tracking number has already spread

The number nobody tracks
Calls that came from the map listing rather than the website or the ad. The Business Profile reports those separately, and a business judging its advertising without them is attributing calls to whichever channel it happens to measure.
